In researching where to emigrate TO, we were looking for so many of the characteristics you describe, and particularly the opportunity NOT to live in a mega metropolis, with all its associated hassles, which for us is a big change. Actually, I don't care much for Columbia, but I care SO much LESS for the second type of person (academic, usually) that you describe.
